Currently, I am Guest Researcher at Communautique, a collaborator at the Ethics and Aging Laboratory of the Research Center of the l’Institut universitaire de gériatrie de Montréal and Associate Researcher at CEFRIO.
I practice the social assessment of interpersonal information systems since 1982. At that time I participated in the creation of UQAM‘s Groupe de recherché informatique et droit among which I co-authored five books, including the Quebec government commissioned report L’identité piratée (Pirated Identity – SOQUIJ, 1986) on personal information systems in the private sector. This report’s recommendations led to the adoption in 1993 of the first data protection legislation covering the entire private sector in the Americas.
Since then, my research and consulting activities looked into fields as various as healthcare, social services, banking, government services, telecommunications, personnel management, community organizations and commerce.
More recently, I coordinated and co-authored The Networking of Health information Handbook for the management of ethical and social questions published by the Center for Bioethics of the Montreal Clinical Research Institute (IRCM), participated in a multidisciplinary study on online government services with CEFRIO and design a research program on digital inclusion at Communautique.
I have a regular column, Living Between the Lines, in audio on Radio Montréal‘s Citoyen numérique radioshow as well as in writing here on this site, with syndication on Citizen Shift and Parole citoyenne.
Today, my activities focus primarily on:
